PROJECT OVERVIEW

The City of Post Falls realized a need for a revitalized downtown area. The Fourth Avenue project, also known as a "Demonstration Project", is a complete reconstruction of two city blocks. Constructed in unison with, and adjacent to the new city hall campus, the purpose of the project is to transform and revitalize a section of the downtown area of Post Falls. Along with Welch Comer's design team, a large committee of citizens, city leaders, and city staff helped steer the design and planning process.

The goal of revitalizing this downtown area is to promote new commercial development and improve commerce.  To make this a reality the design focused on pedestrian friendly sidewalks with large plaza areas, decorative benches and trash receptacles.  Also provide to promote commerce was on-street diagonal and parallel parking.

KEY ELEMENTS

  • Coordination with business and home owners during design and construction phases.
  • Large concrete sidewalks and proper sidewalk illumination to provide for safe pedestrian use.
  • Maximizing parallel and diagonal parking without limiting traffic functionality and pedestrian safety.
  • Decorative pedestrian lighting.
  • Landscaping, street trees and irrigation system.
  • Coordination with adjacent City Hall construction project to provide vehicular access.
