Welch Comer helped Kootenai School District get a DEQ planning grant and then prepared a Preliminary Engineering Report. This planning then led to funding options, new lagoons, lift station, a land application system, and a control building. This was identified as the most cost effective solution to meet permitting requirements. The project also included a transmission main, fencing, and erosion and sediment control. The project also required a Conditional Use Permit.
