Construction will start in April on Welch Comer's design of this exciting urban re-development project. The Mullan Road/Memorial Plaza project is the first project, and the cornerstone project, to come out of Welch Comer's Four Corners/BLM Corridor Master Plan completed for the City of Coeur d'Alene. The Mullan Road project will create pedestrian focused corridor allowing City Park and Memorial Field to be safely connected with traffic calming features such as a read way speed table, traffic circles, landscaping, and lighting. Additionally, removable bollards allow Mullan Road to be closed to vehicular traffic during the peak pedestrian summer season. The historic Playland Pier Carousel will be located in a new building adjacent to the new Memorial Plaza. The two lowest bids were 1.5% below Welch Comer's engineer's opinion of cost, indicating the quality of the construction documents and accurate estimating.
