Downtowns often degrade overtime due to economic misfortune and community neglect. Welch Comer Engineers has assisted a large number of communities that had a strong desire to revitalize their downtown, but did not know how. Welch Comer Engineers assists the communities with developing the revitalization plans, securing grand funding, forming local improvement districts and executing the plan.
