Experience Summary

Phil specializes in providing municipal engineering services to Cities, Districts and Counties across northern Idaho and eastern Washington.  Phil also provides Principal Engineer and Project Manager Leadership to several of Welch Comer’s projects. Phil’s engineering experience includes water treatment plants, distribution systems, wastewater facilities, downtown revitalization, planning, private development and rate and capitalization fee studies.  Phil also has extensive experience with municipal financing (Local improvement districts, revenue and general obligations bonds, tax increment financing) and grant and loan funding programs (EDA, EPA, USDA, IDWR, ITD, CDBG, COE).
